HMOs must be recognised in the new London Plan

HMO Planning has submitted representations on the Draft London Plan, calling for houses in multiple occupation to be properly recognised as part of London’s housing supply.

The Draft Plan contains no dedicated HMO policy, and its published evidence does not include a London-wide assessment of HMO stock, supply or need. This overlooks an important source of lower-cost rented accommodation.

Well-designed and well-managed HMOs can increase housing capacity quickly by making better use of buildings that already exist. They do not require additional land and can often be delivered without demolition or lengthy construction programmes. They are a practical form of intensification, support the Plan’s brownfield-first approach and can provide housing in places that larger developments may not reach.

HMO Planning is asking the Mayor to:

  • gather proper evidence about HMOs across London;

  • explain clearly how HMOs count towards housing targets;

  • recognise suitable HMO conversions as an efficient use of existing homes; and

  • publish clear London-wide guidance covering HMO design, amenity and management.

Good-quality HMOs can help London meet its housing needs while protecting neighbours and local communities. Better standards and greater housing supply can go together.
